Added Lower scroll wheel action. Scroll down to lower windows, scroll up to raise windows, shift scroll down to minimize windows, shift scroll up to toggle maximized state.
Other Lower actions will now also minimize the window if you hold shift.

The new things since the beta are 64-bit support for HookWindows, the ability to configure what keys trigger the alt dragging, the ability to reconfigure what the mouse buttons do. I have fixed a few bugs, most notable: the alt key will no longer trigger the window menu! New language: Russian by Gluek. If you are updating from 0.7, there are a few more things as well, which were described in the last update.
