Added the ability to specify a text encoding for the source resource file. This will help rezycle convert 'TEXT', 'STR ' and 'STR#' resources to unicode properly. Currently supports Japanese, Chinese, Korean, Arabic, Hebrew, Greek and Cyrillic.
