dBpoweramp m4a FDK (AAC) Encoder is a free program capable of encoding M4A (AAC: LC, HE and HE v2) and M4B media files. The encoding constant bitrate is set with the slider: for bitrates below 48kbps HE v2 profile is used, below 96kbps HE is used and LC profile for all other bitrates.
