DockMenus is a system utility that lets you create menus that you can use to access your most important files and applications from a single location. You can create as many menus as you want, and you can drag and drop files to it to add a shortcut. Each menu can be customized with a theme. There are fifteen different ones that you can choose from. Some of them use plain colors and others, textures. By default, the menus will disappear when you click on another application, but you can set them to float on top of other applications. They can be moved around freely and pinned to a specific location so they don't move at all.

In my testing, I added a few pictures, a few applications and even the trash bin to one of the menus that I created. I then pinned it to the edge of my screen and I was able to click on the menu items to launch them. Both the applications and the images launched just fine. Files added to the Trash were immediately deleted, not stored in the Trash, which can be a good thing.

I read some negative reviews about this application on the Mac App Store but I don't think this is a bad application. I'll grant that the application doesn't really unclutter your desktop and that it doesn't support dual monitors like some users would want. But if you want to have a second dock on your screen, from where you can access applications, DockMenus works like a charm.
