Image Writer is developed as a program for Windows and it's main feature is to save and restore images from removable drives (USB drives, SD Memory cards, etc).
The Image Writter tool could be used to write boot images to a SD Flash device or USB flash device, making it bootable.
For now does not support writing an ISO image to usb.
